By this Notice of Proposed Rulemaking, the Federal Communications Commission (Commission or FCC) initiates a comprehensive rulemaking to establish a Commercial Mobile Alert System (CMAS). In particular, the Commission seeks comment on the recommendations of the Commercial Mobile Services Alert Advisory Committee (CMSAAC). These recommendations are attached as Appendix A. The Commission convened the CMSAAC in compliance with the Warning Alert and Response Network (WARN) Act, which requires that the FCC adopt technical standards, protocols, procedures, and other technical requirements for the CMAS based on the recommendations of the CMSAAC. The purpose of this rulemaking is to create a mechanism under which CMS providers may elect to transmit emergency alerts to the public.
