The Weather Bureau originally begain in the late 1880's in the begining of the new States of Washington, Idaho, Montana and North and South Dakota. San Francisco
The main reason San Francisco Bay isn't called Drake Bay or Francis Bay is due to the fact that Francisco de Ulloa explored the Bay in 1539 and yep He is from Spain.
