Secret laws of "eminent domain" have been done away with in 2006

Officials in California's San Bernardino County began talking with a
private investor group about a controversial proposal to condemn
distressed mortgages back in January, some five months beforethe
investor group's involvement became public, county records show.
"Eminent Domain" Eminent Domain: Information about Its Uses and Effect
on Property Owners and Communities Is Limited - In the Transportation,
Treasury, Housing and Urban Development, the Judiciary, the District
of Columbia, and Independent Agencies Appropriations Act, 2006 - how
